Lieutenant General (Retired) William (Bill) Phillips Joins Day & Zimmermann's Board of Advisors

US Army Lieutenant General (Retired) William (Bill) Phillips has joined Day & Zimmermann's Board of Advisors. Bill brings to our board a wealth of experience from an extensive career in the Army, expertise with artillery, ammunition, contracting and security, and most recently working with leading aviation and software companies.

Bill joins D&Z after a distinguished 38-year career in the US Army. He spent 36 years as an aviator, but began his career in field artillery and served two tours at Fort Sill, Oklahoma. Bill was the Program Executive Officer Ammunition (PEO Ammo), and the Commanding General of the Picatinny Arsenal, New Jersey. His career culminated with more than four years, from 2010 to 2014, as the Army’s top Acquisition Officer, working at the Pentagon as the Acquisition Advisor to the Secretary of the Army, Chief of Staff of the Army, and the Defense Acquisition Executive.

As PEO Ammo, Bill has extensive experience in Ammunition managing over 300 programs across all Services that totaled over $4B. In addition, he was Commanding General, Joint Contracting Command in Iraq and Afghanistan where he oversaw security and contracting operations for more than 200 bases and numerous combat units in both countries. This important command in 2009 directly supported Multi-National Forces and our warfighters through the execution of 38,000 contracts totaling over $8B.

Bill currently serves as Vice President for Army and Special Operations Forces Field Marketing for The Boeing Company. Prior to Boeing, Bill was the Executive Vice President of Operations and Board of Directors for OBXtek Inc., a software company in Tysons Corner, Virginia.

Bill holds three master’s degrees: an M.S. in National Resource Strategy from the National Defense University; an M.S. in Procurement and Materiel Management from Webster University; and an M.S. in Personnel Management from Troy State University.
